The Texas Rangers are called in to investigate the abuse of child prisoners. The investigation finds that prison officials were free to abuse their power and punish children who tried to complain about them. Follow-up investigations would eventually find more than 2000 confirmed allegations of staff on inmate violence between 2003 and 2006 including more than 60 cases of kids with suspicious broken bones. To try and quiet up outrage Texas launched an abuse hotline which racked up 1100 complaints in its first month.
