Is There a Sutra to Tantra Movement?

Christianity could reabsorb, say Nietzsche and treat him as a Christian saint. That would start to have a Christianity that's historically worthwhile. There's an exoteric and esoteric aspect to it where we may want Tantra for some, but you may want Sutra for those who aren't ready. In the Mahayana movement, which does have some dark and ragged extensions, one of the things I always wonder is how much of it is PR,. when you're going to really put compassion and loving kindness at the forefront of Dharma.
