The King's Power Is Authority

Aristotle says that a king's power is authority, meaning that it's voluntarily obeyed. Why would that be the case? The ends that are being pursued by the monarch and the people who are obeying him are the same. So there's no disjunction in ends. And then the other aspect is that they love and trust the monarch.
