Chamberlain had prior to May 1940 run a war cabinet. When Churchill takes over, he narrows it all down and brings in just five or six people. It's an enormous power given to one man. He didn't like to be disagreed with, did he? There was only a few generals that could really tell him what for. That brings him to big conflict with people like Jack Dille who becomes a Chief of the Imperial General Staff.
