We don't say it's showering, do we? I don't think so. Normally we just say a shower. But if it's in a lot, you can say it's raining heavily or heavy rain. We also have things like drizzle - when there are lots of very small raindrops. A downpour is like an absolute downpour; that's the verb for 'it poured down' If there's a very heavy wind, you could say it's blowing a gale. You can even call them hurricane and typhoon storms.
