Charlemagne's Empire Could Only Be Held Together

I think I guess since I'm ranking Louis slightly higher I have to play devil's advocate for it. It was the fact that Charlemagne's empire was never meant to continue existing as it existed under Charlemagne. So Louis was, Louis was reigning over something that he hadn't been trained to reign. And so that for me is why he ranks lower in fairness, he does rank number eight. But those failures mean that he's a bit lower than he could have been.
