The History of the Athenians
The Athenians were slow to respond largely because of financial limitations, writes Andocides. By July of 410 BC, the old democracy was firmly in place, and passing fierce laws against its enemies. The policies of the newly restored democracy form a consistent program for waging war under a thoroughly democratic and effective regime.
