The History of Government Procurement
In 1996 two members of Congress brought legislation to the table that became the Klinger Cohen Act. It was asking OMB the most powerful part of the White House to take on a digital strategy. And what's really telling in this is that OMB didn't want it, because they were seeing technology as another tool of implementation and therefore the kind of thing like steel that was not sourced. But if you're trying to get things done through technology, it has to be a core competency. So I think we can now see how truly important that is.
