The most important thing in an apology is to name what you've done wrong. It's much easier just to say something like, I'm sorry or mistakes were made than to actually get up and say: "I apologize for behaving inappropriately" If that opens the door to talking about how you're gonna be a different person in the future, how you're not gonna violate that rule of conduct. Why do you think people fail to identify the specific wrong doing? I think it's hard to take the shame and the blame from yourself.
