We assume that there are at least some sentences where i can tell what you mean without knowing your language. So we have these things called similarity spaces, and some of that stuff is just defined by how the brain is structured. But putting that aside for quine, ultimately this comes down to basic sentences spoken in the context to us and in front of us.
