I think that in one sense, so the difficulty is, is that there is a world that was lost for the United States and Britain and for most of the European countries. And that was the world of manufacturing, industrial manufacturing employment. I don't think we need to regard this as inevitable and irreversible. We should debate such measures as wage subsidies for key workers during this pandemic. A financial transactions tax of a meaningful kind would be another. The issues you mentioned about offshoreing and the insistence during the period of liberal global globalization of capital flows across national boundaries are fundamental political questions.
