Kayakian's Complaint to the Ethics Commission

I don't think I can just make a complaint against Kayakian. The rule specifies that the Fede president, the Fede council, or the Fede management board actually can file a report to the Ethics Committee. So this idea that just anyone can take Kayakian to the Ethics is wrong. But on the contrary, I mean, Fede has the power to do it themselves.
