What's the Meaning of a High Poverty Neighborhood?
The study looked at 11 hundred high poverty neighborhoods in the United States. The definition that we used was a poverty rate of 30 % or higher in the neighborhood or in the census tract. That's roughly double the poverty rate for the nation as a whole. We found that just because you're gaining one one type of population doesn't necessarily mean that you're losing another type of poulation.
