Is the Reimbursement Programme Exploitated or Abused?

The reimbursement program in wisconsin started not long after wolves began to come back naturally. Jenifer raynor: Maybe we can create incentives for people to be more accepting through reimbursements. But then the unintended consequence is maybe we're not doing enough to protect our flocks if we know that we'll be reimbursed.
