The US first called for such a moratorium in 2021 April at 2022 April this year. Only 10 countries have formally adopted it. Most of these countries don't have direct assent anti-satellite capability. It gives the US, China, Russia and other countries free reign to continue testing missiles that can hit satellites without actually hitting satellites.
