"There's no ownership on our part. Unless the partner in the government identifies the problem and then looks for solution, any partners that want to work with us will never work," he says. "I've got to be the ones to identify what the solution needs to be." He adds: "The gap I'm seeing is that the ownership and owners that needs to be owned by my government is not there"
