Is There a Language That You Can Use to Describe Your Build?

Could there be an example of this where there's some library that's a very low level at has tremendous through put, like a networking? You could imagine designing checks which want to continuously check against some, some range of of versions for some library. And soi i could do that by changing the version in the manifest or the lock file, and putting it on tha branch and building that branch. That can then be used to paramarize your concept o of what your build actually looks like. But that's probly the most comprehensible way to say it, and i don't think it's very comprehensible.
