Is It Excess Population Moving the City?

London has been dominated by the city for a very, very long time. The birth rate in London was negative 40 or whatever even in the 1800s. It's not excess and it never has been. If it was excess population moving the city, it would be that would be okay. That would be fine. But like England is more than almost any placedominated by the city.
