Is Germany's Decentralized Political Model a Big Part of the Problem?
Germany's decentralized political model and tradition of coalitions plays a big part in its seeming inability to make very quick strategic changes. The post-war political model that was established for Germany by the occupation powers was intended to do exactly that. And it's been very successful. So in a situation that we found ourselves in the sensible scale invasion of Ukraine, I think Germany has politically found it difficult to move at speed.
