Every half year, every year, we would have these submarine chases. Once it was right outside the royal castle in stockholm. So they started to ask people, if any one sees something, you should report it. And they got tons of calls, many thousands of observations. If you ask people to say what they saw, it's a long structure sticking up from the water. Could be a small whale. It could be a sub, but who knows?
