Conquering Afghanistan, Is That What It Meant?

When you conquered afghanistan, what that meant is, like, one or two cities and the area around it. It took a generation or two to fully intigrate those people to the point where their loyalty was to the country. There are whole swaths of mexico that mexico can't really control.
