Is There a Social Contract?
Locke believed, ad others believe, we had a social contract that was created. So if we all got together and voluntarily agreed about something, then that seems to be a good way of governing ourselves. The only problem is that there wasn't any such agreement, but if there was, it would be coor something. This doesn't work because the actual citizens are not all unconscious. There are some circumstances in which a merely hypothetical agreement can be morally efficacious.
