The Most Simple, Parsimonious Theory of Consciousness
The Bertrand Russell approach turns the part problem of consciousness on its head. We can never know for sure, we can't look inside a particle and see whether it's conscious or not. But we should give highest credence to the simplest theory that accounts for all the data. And that seems to me panpsychism.
