The Importance of Long-Term Security Commitments

The United States is committed to Israel's security at a level of $3 billion a year. The Israelis, for instance, know they're going to get roughly $35 billion over 10 years. What Ukraine has not been able to do is make sort of long-term planning about what vehicles does it want to replace the tanks that it's getting from the West?
