The Falk Laws and the Kultur-Komphe
Bismarck's Minister of Ecclesiastical Affairs, Adelbert Falk, passed the so-called May Laws in 1873. The laws were an attempt to diminish papal authority in Germany and make a statement against Italy, France, and Austria-Hungary. These laws placed the control of religious training in the hands of the state, not the church.
