The experienced officials of the older and long established institutions were asked to take up their new appointments at twice and thrice the amount of the salaries they were earning. If he was ambitious enough to reap a reach harvest, he would wait. And the majority did wait. To find themselves in the end plunged into a sea of financial distress, the likes of which they had never seen in their lives.
