There's no formal definition of what their administrative role was. They were created and I guess directed as needed by sort of on an odd ad hoc basis, right? By city and district governments. And so there's always a large amount of debate over whether these things should actually even exist at all. Starting with 2012, there are various documents expressing a political inclination to have city and district level governments delegate more powers.
