I Don't Think There's a Correlation Between Apologies and Accountability

i would like a culture in which people apologize and kind of extet to take responsibility when they do something bad. It seems like part of the problem is that weno have pretty strong empirical evidence that apologies don't actually work, and that it can be in people's interests o not apologize.
