Is the Work Place Discriminatory?

The idea of not basing the new offer upon the current salary is that the work place has a history of discrimination and pay. So do i see a lot of employers discriminating against employee pay, especially if i'm the compensation manager? You know, not really. Every once in a while i get one. But when you can insent davise your employersyour top talent to stay and make sure that they feel they are valued, that's a great opportunity to do. Thank you.
