The Confucians are actually arguing that they're way avoid state violence. The second half is just repeating that hierarchy. Only when we've lost sight of way making, dao, is there excellence. So depth of character rather than following the forms doesn't seem a lot new here but it's laid out in a kind of a nice manner at least.
