In the early 70s, when I first went into Indonesia, it had potential of a lot of oil. It also was the largest country in the world with a Muslim population. The government of Indonesia was flirting very, very much with both the Soviets and Mao with China at the time. They were using this as leverage. And so my job was to go in and convince the government to accept these huge loans that would help build an integrated electrical system.
