The Purposes of Hearings
The chair of a committee is the person who gets to set the agenda in terms of what hearings really happen. The number of staff in each chamber is down significantly, particularly in the House since the 1980s. There's also that kind of temporal part of hearings where they can be either reacting to an issue or almost preempting an issue and trying to understand how it might develop.
