Should There Be an Open Source Intelligence Agency?
The intelligence community in the past has elected, in some cases, to create a separate bureaucratic entity to focus on collection. The argument in favor is if we think about air power, before the air force was separated from the army, the army didn't give air power the attention or resources it needed because the army favored land warfare. Existing intelligence agencies are always going to prize crets more than open source. But so i think it's an enabler for technologies and talent, not just a creator of better open source intelligence.
