Measuring Time Is Not the Solution

I saw a lot of, I still see a lot of measuring time. Every time my clients want to ask, well, we need to implement time cards so we can verify that the estimates are accurate. That really struck me wrong on so many levels. So I suggested that instead they measure cycle time and then contrast cycle time with the forecast that they did. And several of my clients have said that was eye opening because they had no idea that the actual work time, the estimate, the forecast was accurate,. whereas the wait times varied wildly.
