A group of 15 phoenix residents who own homes, businesses and land in that part of the city actually sued the city this month. According to the lawsuit, in one area, at least 400 people have pitched their tents. They say homeless individuals shoot up drugs and deficate in public, break into cars and urinate on buildings. One employee who works in the area was assaulted by a homeless person, an attorney says.
