The Athenian Empire rolls out what are believed to be the first economic sanctions against the key ally of Sparta. The Soviet era and sanctions going back to very close to post-war, 1949 Export Control Act. We have famous battles on the high seas and merchant ships being stopped and seized in World War II. And you see different examples of countries using economic tools or military tools to exact economic pressure.
