Cutting Scope Is Not a Concession, Right?

I always felt that cutting scope was like a concession, right? Never thing to be celebrated. This article highlights there is actually scope. You can cut that is completely unneeded things you thought were going to be needed,. But you can cut it and that that is a thing to celebrate. It's not no reading this article. I was only thinking about the technical stuff because that's the stuff that benefits me as a developer.
