The Common Assumption
The common assumption was that the federal executive could spend money if the federal parliament has a head of power over that matter, even if there is no legislation. It's referred to sometimes as capital C, capital A, but there's no special words in that. As I said to the students this week, there's no magic in that. It's just the assumption everyone had in common. We need a third voice here, but I won't attempt to do voices or any impersonations and I apologize to the two judges as well.
