He says a lot of those decisions were made between two men talking to each other on the phone or directly, sitting in desks a couple hundred metres away from each other. They were not and could not because of this virus, have monetary policy committee meetings or do official briefings - they were flying by the seat of their pants. And my view is that we can continue to have a very functional Reserve Bank that's operating independently from the Minister of Finance while also having an independent inquiry going on.
