People who are eating a relatively healthy diet don't develop deficiencies unless there's something fairly extreme in their diet or a medical condition. Most vegetarians probably don't need to worry that much about B12 deficiency because there are still some animal products and it doesn't take much to maintain adequacy. But vegans on the other hand are not getting any animal products and there really is no source that's easily available of B12 coming from a non-animal source.
