In the nomer architecture, when they send the intent onwards, they can basically add their signature to a signature chain and say, i will take this part of the fee. But if the next note doesn't like that, they'll probably just reject the intent, so it won't eventually be settled. There's this multi multy round game going on between notes to figure out what fees they should use. So basicly, you're trying to disincentivise rent seeking by any individual, but the rent seeking of the prodigal itself is not minimi stride.
