Of the 27 ethnic groups in the neighborhood, negroes paid the highest rents. As if it wasn't bad enough that they were being overcharged for sub standard housing. The black community here also had to watch out for their own safety,. Yet imean generally speaking, law enforcement in the courts were generally not there for the protection of black residents. And the public sentiment in the main stream press was hardly favorable either, even when black people were the victims of crimes.
