Sontenax's exile left Tucson as the absolute ruler of Haiti, in all but name. Louverture proved to be just as energetic in civilian affairs as he was in military matters. He held private meetings with 60 ordinary citizens every night. The French didn't want him any more than the Haitians did, and so they faded into obscurity.
