There is an ethical component to how we carve reality into concepts, he says. It's because we have justifiable intuitions about what it makes sense to allow a human of a certain age to do and what it make sense to not let humans of that age do. And I would argue in a lot of cases, when we're talking about social construction, we'retalking about if it's useful to create a category, if it's ethically useful.
