Are You Down for a Round of Overrated or Underrated?

I don't see an easy way to apply it to existing cities. I think for the most naive version is like a gated community where you like have to pay to enter and that only works if people sort of agree to it in advance. So at least the naive version I don't see a way for it to work in existing cities but that doesn't mean that there's not some clever way that I haven't thought of. That makes sense.
