How to Create an Event Horizon

In order to outrun the beam of light, you would need to accelerate forever. Every time you accelerate, you do create an event horizon. That event horizon collapses when you stop accelerating because now those parts of the universe can reach you. If you want to maintain it, you'd need to keep going forever.
