How to Approve a PE Firm's Investment Committee

What is the approval process at the PE firms investment committee? Like, so I'm on to exclusivity. Who controls the investment committee? So this is a small fund inside a larger fund and it's got two layers of approvals. Is it a fundless sponsor? Do they need to go raise the capital? They signed it up first, then they raise the capital.
