The Meritocratic Distribution of Resources

I define meritocratic to be at the gene level. And so it doesn't matter to me that there's an inheritance. In fact, every dollar that is accumulated by the parent should be given to the child precisely because he's carrying the same genes as the parent. They are the right genes to reward with the money that they've accumulated. So your view is that whatever features deserve reward that are held in parents are going to invariably or almost invariably also be present to children? Not necessarily invariably, but if at least they are probabilistically linked to it,. If it's more than random, the way the gene transfers across generation will be enough for evolution to go on.
