The GDPR replaced a previous data privacy directive and the directive. There was a perception earlier of complexity, legal uncertainty and administrative costs associated with having this separate system of enforcement of privacy law in various countries. The European Union is meant to promote the single European market where you can operate mostly across state borders. And so that's why when you see these GDPR issues erupt, it's usually the Irish DPC that's at the center of it.
