The justice department manual says that prosecution is warranted when there is sufficient evidence to prove all the elements of the crime beyond a reasonable doubt. In this case, i think, precisely because there's a national security interest here. These documents have placed people in danger by being unsecured and by trump's behavior. Not only that, but there are people who have done far less who have been prosecuted for this. So we can't say that no one is above the law if they don't prosecute trump in this case"
